Turner Capital Projects: an ICxA Operating Partner
TCP is an ICxA Operating Partner and an authorized training partner of the Institute of Commissioning and Assurance. We apply ICxA standards on live capital projects: assessing readiness maturity for lenders and insurers, building readiness capability inside owner and operating organizations, and training the people who have to deliver it. This page explains what we do, how the two organizations are connected, and how independence is kept intact.
Two organizations, two roles
ICxA
An independent non-profit professional body. ICxA publishes the standards for outcome assurance, operational readiness and commissioning, and credentials the practitioners who apply them. It does not deliver consulting engagements.

A commercial consulting firm. As an Operating Partner, TCP applies ICxA standards on live projects and deals. As an authorized training partner, it delivers training built in alignment with ICxA standards.

Putting ICxA standards to work on real projects
ICxA defines what a ready project looks like. TCP takes that definition onto live projects and deals, for the people who fund, insure and own them.
Readiness Maturity Assessment
An independent snapshot at financial close of whether a project is ready to be ready, for lenders, insurers and sponsors preparing for close. Built on the ICxA Outcome Assurance Protocol.
Readiness Monitoring
Repeat snapshots at key milestones against the baseline set at financial close, using the same ICxA criteria to confirm readiness maturity keeps progressing to commercial operation.
Readiness Capability Program
For owners and operating organizations: building the processes that grow readiness maturity from the front end, applying ICxA standards within your own gate structure.
Training
As an authorized training partner, TCP delivers training built in alignment with ICxA standards on mapping and leading the transition from construction to operations.
The connection, stated plainly
Anyone relying on either organization should know that. The standards work sits with ICxA and its members, research leads and technical committees. The commercial work sits with TCP. The rules below keep the two from bleeding into each other.
How independence is protected
ICxA is never a party
ICxA is not a party to any TCP engagement. TCP's findings and opinions are issued under TCP's signature, not ICxA's name.
Published standards, TCP's own evaluation
TCP applies the same published standards available to every Operating Partner, and the standards are free to read, so clients can check what a ready project must show. The evaluation matrix TCP uses to read the evidence against them is its own, and every finding is traceable to a project document.
One side per deal
On any deal it reviews for lenders, TCP won't advise the sponsor, EPC contractor or operator on the same project, before or after close.
Conflicts disclosed first
Any past or current work involving the parties is disclosed in writing before TCP is engaged.
